Yes, you can start freelancing with basic English communication. As a freelancer, your language proficiency should be conversational only like you should be able to understand what another person means and tell other person what you mean. Only writers and content creators need to have good grasp of English language.
JS bank has launched specific freelancer account for freelancers. Else than that, most banks in Pakistan are available for freelancers but some have high deductions as compared to others. HBL, UBL, ALLIED, ALFALAH are good options too.
Fiverr, toptal, and Freelancer are easy to begin with. If you are a beginner in freelancing you can start with Fiverr and freelancer. You can enter the projects you have already done and put them as gigs on Fiverr.
Once you complete a job given by a client on freelancing platform (Upwork, Fiverr, Freelancer) or social network (Facebook group, insta community) then you can get your payment. You can integrate your Payoneer account with any of the freelancing platforms or receive directly from international or local clients in your Payoneer.

Freelancers in US do pay tax however freelancers in Pakistan were exempted from taxes till recently. However, in 2021 we heard news that government will now tax freelancing income. This hasn’t been finalized yet though.
